Hong Kong are designed to adapt the Hong Kong
Itnual
system to the standard.
Generally, I should
not be inclined to question the Governor's
proposals but there may perhaps be a case for
reducing the initial salary of the medical and
legal scales. The main considerations which we
took into account in considering the initial
salaries for these scales in connection with the
African territories were:-
(a) The fact that officers are recruited
at a somewhat later age than the average, have
to spend rather more on education, and must have
a certain measure of practical experience, and
(b) that it isn't possible to get suitable
candidates at the minimum adopted for other
scales.
I am inclined to think that so far as
the medical scale in Hong Kong is concerned
adequate recognition would be affected to the
considerations at (a) above by an initial salary
of £700, and if it is considered that suitable
candidates will be obtainable at that rate
perhaps it might be suggested to the Governor
that it might be adopted.
